4. Summary of Citizen Participation Process and consultation process Summary from citizen participation section of plan. The County is required to adopt a Citizen Participation Plan as part of its CP, in accordance with HUD regulations. The Citizen Participation Plan describes the County's policies and procedures for encouraging and facilitating meaningful public participation by all residents, with particular emphasis on extremely low-, very low-, and moderate -income persons; minority populations; non -English-speaking persons and individuals with Limited English Proficiency (LEP); and persons with disabilities, including those with mobility, visual, or hearing impairments. The plan ensures thesepopulations are provided timely access to information and reasonable opportunities to pafrticlpate in the development of the CP, any substantial amendments to the CP, and the County's performance reports. As outlined in the Citizen Participation Plan, the County's citizen participation process includes public hearings and virtual public hearings, consultation meetings, a minimum 30-day.public review and comment period for the County's draft CP and draft Annual- Action Plan (AP), Hawaii County'committee and County Council meetings, and public notices announcing the availabilit\the County's draft and final CP and AP. Public Hearings: % \ The County initiated the citizen pa ticipaEion process for the 2026 Annual Action Plan with public hearings held in August 2025. In partnership with the`State,of Hawaii, the County conducted two public hearings—o eAn-p personhearing on August 14, 2025, and.one virtual hearing on August 21, 2025. The purpose of.-these-hearirigsmas to present an overview of the Consolidated Plan and Annual Action Plan process solicit public input on,housing, homelessness, special needs, and community development priorities, -,and 'discuss the prior use offunds and,program accomplishments. During the healri zgs; members of the`public were also provided information on the 2026 Community Development Block,Grant (CDBG) and Emergency Solutions Grant (ESG) application process. The County and the State presented their respective Consolidated Plan priorities and provided opportunities for participants to comment on community needs, funding priorities, and concerns related to the proposed use of funds. \,\� // In addition to these consultation efforts, OHCD notified each County Council Member representing districts throughout Hawaii County of the Consolidated Plan process and solicited information on potential projects within their districts that would align with the County's priorities.
