4. Summary of Citizen Participation Process and consultation process <br />Summary from citizen participation section of plan. <br />The County is required to adopt a Citizen Participation Plan as part of its CP, in accordance with HUD <br />regulations. The Citizen Participation Plan describes the County's policies and procedures for <br />encouraging and facilitating meaningful public participation by all residents, with particular emphasis on <br />extremely low-, very low-, and moderate -income persons; minority populations; non -English-speaking <br />persons and individuals with Limited English Proficiency (LEP); and persons with disabilities, including <br />those with mobility, visual, or hearing impairments. The plan ensures thesepopulations are provided <br />timely access to information and reasonable opportunities to pafrticlpate in the development of the CP, <br />any substantial amendments to the CP, and the County's performance reports. <br />As outlined in the Citizen Participation Plan, the County's citizen participation process includes public <br />hearings and virtual public hearings, consultation meetings, a minimum 30-day.public review and <br />comment period for the County's draft CP and draft Annual- Action Plan (AP), Hawaii County'committee <br />and County Council meetings, and public notices announcing the availabilit\the County's draft and <br />final CP and AP. <br />Public Hearings: % \ <br />The County initiated the citizen pa ticipaEion process for the 2026 Annual Action Plan with public <br />hearings held in August 2025. In partnership with the`State,of Hawaii, the County conducted two public <br />hearings—o eAn-p personhearing on August 14, 2025, and.one virtual hearing on August 21, 2025. The <br />purpose of.-these-hearirigsmas to present an overview of the Consolidated Plan and Annual Action Plan <br />process solicit public input on,housing, homelessness, special needs, and community development <br />priorities, -,and 'discuss the prior use offunds and,program accomplishments. <br />During the healri zgs; members of the`public were also provided information on the 2026 Community <br />Development Block,Grant (CDBG) and Emergency Solutions Grant (ESG) application process.
