GRANT AGREEMENT <br />THIS GRANT AGREEMENT ("AGREEMENT") made and entered into this <br />day of , 2026, by and between the COUNTY OF <br />HAWAI9, with its principal place of business at 25 Aupuni Street, Hilo, Hawaii 96720, <br />(hereinafter referred to as the "COUNTY"), and the University of Hawaii, by and through <br />its Acting Director, Office of Research Services, with its principal place of business at <br />2440 Campus Road, Box 368, Honolulu, Hawaii 96822 (hereinafter referred to as <br />"CONTRACTOR"). <br />WITNESSETH <br />WHEREAS, the COUNTY's Department of Research and Development <br />(hereinafter referred to as "DEPARTMENT") strives to provide pro -active leadership and <br />enhance the quality of life and sustainability of Hawaii Island communities through <br />programs related to: agriculture, energy, tourism, economic development, community <br />development, and film; and <br />WHEREAS, pursuant to section 2-137, Hawaii County Code 1983 (2016 Edition, <br />as amended) (hereinafter referred to as "HCC"), all grant payments made by the <br />COUNTY to nonprofit organizations shall be funded to nonprofit programs that yield <br />direct benefits to the people of the County of Hawai'i and accomplish public purposes; <br />and <br />WHEREAS, in furtherance of the DEPARTMENT's goals, the Director of the <br />DEPARTMENT (hereinafter referred to as "DIRECTOR") wishes to provide funds to <br />support the CONTRACTOR's project as per proposal submitted to the DEPARTMENT; <br />and <br />WHEREAS, invasive species, must have been introduced to an area, arriving <br />through human intervention, unlike native species, which arrived on their own via wind, <br />wings, or waves, and is likely to cause economic or environmental harm or harm to <br />human health; and <br />WHEREAS, of the World's 100 Worst Invasive Species, as designated by the <br />International Union for the Conservation of Nature (IUCN), half are already present in <br />Hawaii, not including some of our worst economic pests, like tephritid fruit flies and <br />coffee berry borer; high -risk health threats, like the rat lungworm parasite; or new <br />environmental threats like rapid 'ohi'a death, and <br />
