WHEREAS, due to EPA administrative delays in processing the procurement waiver <br />necessary for the dishwasher, a secondhand dishwasher was purchased through other funding <br />sources; and <br />WHEREAS, alternate funding sources allowed for the purchase of a secondhand <br />machine with higher throughput capabilities at a lower cost than would have been otherwise <br />possible through SWIFR funds; and <br />WHEREAS, S WIFR funds will be used to purchase one hundred collection bins through <br />an Invitation to Bid process, however, the project partners required one bin to accurately portray <br />the process of participating in the Ho`i Returnable Dish Program, which Perpetual was able to <br />purchase with other grant funds; and <br />s <br />;r <br />WHEREAS, because the dishwasher and dish collection bin were purchased using non- <br />SWIFR funds, Perpetual currently owns the dishwasher and dish collection bin; and <br />WHEREAS, on December 29, 2025, the County entered a contract with a reuse provider <br />to operate the reuse program through Request for Proposals No. 4598 - Hilo Reusable Foodware <br />System; and <br />WHEREAS, as part of the contract, the County is providing no -cost use of key <br />equipment and supplies, including the dishwasher and dish collection bin to the operator; and <br />WHEREAS, this ownership transfer aligns the equipment with the County's role as the <br />lead public agency for the Ho`i Returnable Dish Program, ensures proper stewardship of core <br />program infrastructure, and supports long-term operational continuity; and <br />WHEREAS, DEM is grateful for this donation and recommends its acceptance by the <br />Council; now, therefore, <br />2 <br />
