Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the proposed program or service provides direct public benefits and fulfills a public purpose within the County. 46. These funds will support the cultural workshop component of Hilo Aloha, helping make hands-on learning opportunities accessible to the community during Merrie Monarch week. The goal is to provide a series of workshops led by respected artists, cultural practitioners, and Hawai'i-based creators that share knowledge rooted in Hawaiian culture, creativity, and storytelling. A primary measurable outcome will be workshop participation. All workshops will require advance registration, allowing us to track attendance, participation rates, and overall demand for each offering. We aim to host multiple workshops throughout the week and reach 100-200 participants collectively, including residents, students, and visitors interested in learning about Hawai'i's cultural practices. Additional measurable outcomes include the number of workshops hosted during the event, the total registered participants, the attendance rates, and the number of cultural practitioners and educators engaged to lead sessions.
