REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: April 21, 2026 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 11:04 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 824Bill No. 151 <br />Your Committee on Finance, to which was referred Bill No. 151, reports as follows: <br />Bill No. 151, transmitted by Public Works Director Wesley Segawa via Communication <br />No. 824, dated March 30, 2026, amends Ordinance No. 25-46, as amended, relating to public <br />improvements and financing thereof for the Fiscal Year July 1, 2025, to June 30, 2026. <br />This bill adds the Department of Public Works — Safe Routes to Waiakea School — Kilauea Avenue <br />Part 1 project ($1,386,656) to the Capital Budget. Funds for this project shall be provided from <br />State Grants Receivable. <br />Public Works Director Wesley Segawa, Deputy Director Neil Azevedo, Deputy Building Chief <br />Aaron Spielman, and Engineering Chief Keone Thompson were present. <br />Committee Member Jenn Kagiwada asked Mr. Thompson to provide a brief overview on this <br />project. Ms. Kagiwada offered comments of support in this matter. <br />Committee Chair Matt Kdneali`i asked the department to explain how this funding works and <br />where the funding might come from.
