REPORT OF THE COMMITTEE ON GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS DATE: April 21, 2026 PLACE: Council Chambers Kailua-Kona, Hawaii TIME: 9:04 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Re: Comm. No. 851 Your Committee on Governmental Operations and External Affairs, to which was referred Communication No. 851, reports as follows: Communication No. 851, transmitted by Mayor C. Kimo Alameda, dated April 2, 2026, requests the Council's review and confirmation of the nomination of Jason MacNguyen to the Board of Ethics. Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce Mr. MacNguyen, who was present via remote technology. Mr. Alameda added that he had already gone over the schedule of meetings with Mr. MacNguyen, and he would be able to attend the meetings, including the next meeting, which is May 13. Mr. Alameda clarified the spelling on Mr. MacNguyen's last name and stated that he would be submitting a memo to correct an error that had been made. Committee Member James E. Hustace asked Mr. MacNguyen why he was interested in serving on the Board of Ethics. Mr. MacNguyen mentioned that he has both an interest in law and applying rules and a financial background. Committee Member Matt Kaneali`i-Kleinfelder spoke in favor of the appointment. Pursuant to Article XIV, Section 14-5(a) of the Hawaii County Charter, members of the Board of Ethics shall be appointed by the Mayor and confirmed by the Council.
