REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: May 4, 2026 Re: Comm. No. 861/Res. No. 549-26 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 12:49 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Resolution No. 549-26, reports as follows: <br />Resolution No. 549-26, transmitted by Housing Administrator Kehaulani M. Costa via <br />Communication No. 861, dated April 10, 2026, authorizes the payment of funds from later fiscal <br />years to enter into a multi -year housing assistance payment contract with the property manager of an <br />affordable housing project selected by the Office of Housing and Community Development for the <br />Project -Based Voucher program. <br />This resolution authorizes the Mayor to enter into a multi -year agreement to provide 29 vouchers for <br />the Kino`ole Senior Residences proposed voucher project. The estimated annual cost of the <br />agreement would be up to $550,000, with a term of up to 20 years. <br />Committee Member Dennis "Fresh" Onishi expressed his concerns with this project and the <br />department's lack of involvement. He stated that the conditions at this location are not ideal for the <br />residents and could be deemed unsafe. Existing Housing Division Manager Jade Iokepa provided <br />comments on Mr. Onishi's concerns and stated that the property is not managed by the department <br />but by an external company, Hawaii Affordable Property, Inc. <br />Committee Chair Matt Kaneali`i-Kleinfelder also commented on Mr. Onishi's concerns. He stated <br />that he can understand why Mr. Onishi is hesitant to approve this today.
