No. 854/Res. No. 544-26 Your Committee on Governmental Operations and External Affairs, to which was referred Resolution No. 544-26, reports as follows: Resolution No. 544-26, transmitted by Council Member Holeka Goro Inaba, via Communication No. 854, dated March 24, 2026, amends Rule Nos. 9 and 10 of the Rules of Procedure and Organization of the Council of the County of Hawaii, relating to voting and disclosure of interest, respectively. This resolution requires a member of the Council to leave a Council or Committee meeting during discussion and voting on a matter in which that member has disclosed a financial or personal interest. Member Inaba began by stating that he worked on this rule change with Corporation Counsel Renee Schoen. He said that beyond making a disclosure, which is already required, this resolution is making an amendment to the rules to require Council Members who have a substantial financial or personal interest to remove themselves physically from the room and that the guidance on this came from the Board of Ethics. Committee Members Michelle M. Galimba and Matt Kaneali`i-Kleinfelder spoke in support of this resolution.
