REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: May 19, 2026 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 9:00 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 898 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Communication No. 898, reports as follows: <br />Communication No. 898, transmitted by Mayor C. Kimo Alameda, dated April 30, 2026, requests <br />the Council's review and confirmation of the nomination of James "Jim" Monk to the Cost of <br />Government Commission. <br />Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce <br />Mr. Monk, who was not present. Mr. Alameda apologized that Mr. Monk was not available on <br />remote technology and requested that this nomination be moved on to Council, where he would be <br />present. <br />Committee Member Heather L. Kimball asked Mr. Alameda how many vacancies remain for this <br />commission. Mr. Alameda said that there are four vacancies remaining and that he has identified <br />two additional candidates. <br />Committee Member Michelle M. Galimba asked for clarification if Mr. Monk's address is in <br />District 6 or 7.
