REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: May 19, 2026 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 9:00 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 896 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Communication No. 896, reports as follows: <br />Communication No. 896, transmitted by Mayor C. Kimo Alameda, dated April 30, 2026, requests <br />the Council's review and confirmation of the nomination of Jacob K. Andrews to the Leeward Planning <br />Commission. <br />Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce <br />Mr. Andrews, who was also present via remote technology. <br />Committee Members Holeka Goro Inaba, Michelle M. Galimba, and Rebecca Villegas spoke in favor <br />of the appointment. <br />Committee Member James E. Hustace asked if Mr. Andrews had familiarity with what is currently <br />being discussed at the Leeward Planning Commission. Mr. Andrews said he was not but that he has <br />been reviewing documents that were sent to him by Mr. Alameda to review. Member Hustace asked if <br />he would be able to attend all the meetings to help make quorum. Mr. Andrews said that he has a <br />flexible job that would allow him to be in attendance for the meetings. <br />Pursuant to Article VI, Chapter 7, Section 6-7.4 of the Hawaii County Charter, members of the <br />Leeward Planning Commission shall be appointed by the Mayor and confirmed by the Council. <br />Your Committee on Governmental Operations and External Affairs is in accord with the purpose <br />and intent of Communication No. 896, and recommends confirmation of the appointment of <br />of Jacob K.
