I <br /> LCC closure requirements of the UIC program, Respondent agrees and is hereby ORDERED to <br /> complete the following work: , <br /> A. Planning <br /> 31. Respondent shall conduct a review of potential projects that meet the <br /> requirements listed in Sections B and C. Respondent shall complete the following milestones as <br /> part of the review and planning process: <br /> a. Feasibility Evaluation Report. Within 60 days of execution of this Consent <br /> Order, Respondent shall evaluate the feasibility of potential projects that would meet the <br /> requirements of Sections B and C and submit for EPA's approval a Feasibility Report identifying <br /> the project options evaluated,the factors considered and the feasibility of each project option.A <br /> project shall be considered feasible if Respondent has the legal authority to implement the <br /> project and the project meets the requirements of Hawaii Administrative Rules Title 11, Chapter <br /> 62. At a minimum Respondent shall evaluate the feasibility of the following four project options <br /> for the communities of Pahala and Na'alehu(i)package plants and new collection systems for <br /> each community; (ii) package plants connected to the existing collection systems in each <br /> community;(iii)a maintenance contract model individual wastewater system program for both <br /> communities;and(iv) an operating permit model individual wastewater system program for both <br /> communities. Respondent may evaluate additional project options. <br /> b. Preliminary Engineering Report. Within 180 days of EPA's written <br /> approval of the Feasibility Report, have a licensed professional engineer who has experience <br /> with wastewater treatment, including individual wastewater systems and municipal treatment <br /> facilities, prepare and submit for EPA's approval a Preliminary Engineering Report for Pahala. <br /> Within 300 days of EPA's approval of the Feasibility Report, have a licensed professional <br /> 6 <br /> 1 <br />
