This pattern change that was closely monitored <br /> during the construction period significantly improved traffic flow at the intersection of Ponahawai and Kinoole <br /> Streets. It also allowed for more parking for businesses and residents along this section of Kinoole Street. The one- <br /> way movement also made it easier to clear all traffic lanes of vehicles directly in front of the Central Fire Station for <br /> smoother egress by fire response vehicles during emergency calls. <br /> Kukuau Street will revert back to its original mauka bound one-way pattern. The Traffic Division received many <br /> complaints from residents and motorists concerning speeding along Kukuau Street and the poor sight distance at the <br /> Kilauea Avenue/Kukuau Street intersection. <br /> We plan to implement this project when the Kilauea Avenue Bridge is completed by Nova Construction. <br /> We request the Hawaii County Code, Chapter 24, Article 10, Section 24-267, Schedule 15 (One-Way Street) under <br /> Hilo be amended as described in the attached draft for an ordinance.
