" r <br /> EHCH has applied County of Hawaii Human Services funding for Fiscal Year Ending June <br /> 30, ]998 in the amount of $81,747.00. <br /> EHCH has had an increase in the severity of the homeless clientele with incidents of severe <br /> child abuse, substance abuse and mental health issues. Our clientele has increased from serving <br /> 350 clients in 1992 with emergency shelter and 300 with emergency food to serving 650 with <br /> emergency shelter and over 2,000 non housing emergency needs projected in 1998. <br /> EHCH wishes to bring to the County's attention that the changes in the welfare system <br /> and the possible County of Hawaii DHS Waiver will create even more homeless. <br /> EHCH has requested $81,747.00 in previous years and would like to make the request <br /> again that the County fund the full amount of our request. <br /> EHCH is a grassroots organization started by the community. The services EHCH offers <br /> the community are services that the community has requested from EHCH as priority for this <br /> County. <br /> EHCH would also like to notify the County Council that County residents have requested <br /> from EHCH an Emergency Singles Shelter and please know that this agency fully intends to have <br /> a fully functioning Singles Emergency Shelter by December 31, 1997. <br /> Respectfully submitted, <br /> GINGER L.M.
