FINDINGS <br /> INTRODUCTION <br /> Department of Health (DOH) personnel S Sato, K Muranaka, and L Stoddard conducted an <br /> <br /> NPDES Compliance Evaluation Inspection (CEI) of the County of Hawau's (COH) Papaikou- <br /> Paukaa Wastewater Treatment Plant (PPWWTP) on September 21, 2000 Lyle Hirota, <br /> Superintendent. and Charles Dawrs, Superyisor, represented the facility dunng the inspection <br /> <br /> \PDES PERMIT NO HI0021113 was issued to the COH and became effective on January 22, <br /> 1999 and will expire at midnight on January 22, 2004 The penni[ authonzes the discharge of <br /> secondary treated wastewater from the PPW~h'TP, located m Papaikou, Hawau, to the receiving <br /> waters named the Pacific Ocean at Waipahi Point, through Outfall Senal No OOl at Latitude <br /> 19°47'09" Longitude 155°OS' l9" R', m accordance with the effluent limitations, monrtonng <br /> <br /> requvements and other conditions as set forth m the permit and m the DOH "Standard NPDES <br /> Pennrt condmons," dated October 1, 1997 <br /> FACILITY DESCRIPTION <br /> <br /> The PPWWTP is a secondary treatment plant that services the Paukaa, Puueopaku, Papaikou, <br /> and Onomea communities on the island of Hawan The plant has a design capacity of 0 35 <br /> million gallons per day (mgd) The facility's treatment processes include banninution, gnt <br /> removal, activated sludge, secondary clarification, chlorination and dechlonnahon Waste <br /> activated sludge is aerobically digested, followed by dew•atenng with a Duai Cell Gravity (DCG) <br /> unit Approximately 60 cubic feet of dew•atered sludge is transported weekly [o the COH Hilo <br /> Landfill for disposal <br /> STATUS OF PAST DEFICIENCIES <br /> The current status of deficiencies cited m last year's Operation and Maintenance inspection <br /> report include the follow•mg <br /> Deficiency The headworks venlila[ion si~stem was Inoperable For Itabtkry and <br /> personae( sujeh•, the rennlanon s}•stem should be inspected and repaired <br /> <br />
