It is only <br /> through a comprehensive policy analysis approach that evaluations and decisions can be <br /> made to better tune or stage developments to achieve quality growth. The implications of <br /> these evaluations and decisions must also be considered as they may Have an inpact on <br /> other sinilar areas m the County. <br /> The proposed change of zone to a Family Agricultural (FA-3a) zoned distnct will <br /> conform to the goals, policies and standards of the Land Use and Agricultural Elements <br /> of the General Plan Land use is one of the pnncipal focal points of public concern and <br /> <br />
