COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. ;~0 nl <br /> A RESOLUTION TO AUTHORIZE A PERFORMANCE EVALCATION OF THE <br /> HAWAII ISLAND HUMANE SOCIETY <br /> WHEREAS, Hawaii County Council Resolution No 126-99 adopted on September 9, 1999 <br /> requested that the Office of the Legislative Auditor perform a special study of the status of animal <br /> control m the County of Hawaii, and <br /> WHEREAS, Communication No 396 032 dated November l3, 2000 from Legtslatrve Audttor <br /> Constance R Ktnu to Counctl members transmitted a document titled Specral Snrc/r on the Status a/ <br /> Annnu! Control rn Huuur r Cnrenn, and <br /> WHEREAS, the Specral Snrdr acknowledged that the Office of the Legtslatrve Audttor "is not <br /> egwpped with the technical knowledge or animal expertise necessary to conduct an evaluation of <br /> animal shelter operations and facilmes and its management and administration'", and <br /> 1YHEREAS, the Spec ra/ Shrdr recommended that "the Council should immediately procure a <br /> <br /> contractor with experttse m the field of animal service assessment to evaluate the performance of the <br /> Hawaii Island Htunane Society:' to include [he following program requirements (a) departmental <br /> structure and organizational tuerarchy, (b) deploy~rient of resources and suggested productivity <br /> unprovements, (c) scheduling and coverage requirements, (d) field operations, including vehicles, <br /> communtcanons, record keeping, enforcement and mvesugatrve procedures, (e) officers' and <br /> superv•isors~ training, (f) court prepazatron and appearances, (g) office automation, (h) shelter <br /> operations, including euthanasia and adoptions, (i) effectiveness ofcornmimtty relations and <br /> volunteer programs, and Q) analysis of [he [contractor's] mission statement, and <br /> WHEREAS, the Specral Snrdi identified at least tw•o national animal welfare organizations--the <br /> Humane Society of the United States and the National Animal Control .4ssocia[ion-capable of <br /> conducting an assessment at reasonable cost and m a timely manner, and <br /> WHEREAS, findings and recommendations pursuant to an independent technical evaluation of HIHS <br /> shelter operations, administration, and contractual performance may assist the Council in drafting a <br /> subsequent revision of Chapter 4, Hawaii County Code, provide the Finance Department with <br /> technical infoimatton [o guide its animal control contract oversight, and provide feedback to the <br /> HIHS for immediate and future courses of action and service delivery <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAbL'AI'I <br /> that tt authonzes the expenditure of up to $12,000 from the CouncilrClerk's Miscellaneous <br /> Contractual Servues .Account No 010-101-5101 02- I I S for the puipose of funding an independent <br /> evaluation of the animal control services. shelter operations and administration of the Hawaii Island <br /> Humane Society <br /> <br />
