It reflects a graphic deptctton of the spatial relationships <br /> among vazious land uses and the expressed policy statements of the document itself <br /> The LUPAG Map, in essence, establishes the basic land use pattern for areas within the <br /> County <br /> The subject rezoning action conforms to the LUPAG Map which designates the <br /> azea for High Density Urban Development. This designation allows for commercial, <br /> multiple residential and related services (general and office commercial, multiple <br /> residential). As such, this request conforms with the GP LUPAG Map. The applicant <br /> is requesting the change of zone to allow a vaziety of general commercial uses on the <br /> property. The rezoning reclassification would be a reasonable expansion of <br /> commercial activities associated with the General Commercial designation and the <br /> existing commercial uses in the area Surrounding properties consist of a mix of <br /> residential and commercial uses, including the Prince Kuhio Shopping Plaza to the <br /> northeast, KTA to the west, Firestone Auto Center and Ginger Patch Mazket and Deli <br /> to the northwest, and residential uses to the east and south <br /> The project site is situated within close proximity to schools, commercial azeas, <br /> employment centers and public safety services The Hilo Community Development <br /> Plan, adopted by Resolution in 1975 by the Planning Commission, recommended that <br /> the area be retained as RS-10. However, this azea has gradually bcen in transition <br /> from residential to commercial. Surrounding lands are zoned RS-10, CN-10 and <br /> CG-20 and include single family dwellings and commercial uses. The Prince Kuhio <br /> Shopping Plaza is located northeast of the subject properties. The Firestone Auto <br /> Center is located diagonally across the properties to the northwest on Kancelehua <br /> Avenue, and KTA Super Stores and Pizza Hut is located directly west of the parcels on <br /> Kancelehua Avenue. The Hilo Kingdom Hall of Jehovah's Witness is located on <br /> Awapuhi Street, east of Pazce169. <br /> The proposed change of zone would, therefore, complement the existing <br /> commercial land uses, be consistent with the transition from residential to commercial <br /> occurring in the immediate vicinity and provide for an orderly commercial development <br /> of the azea. The prolect site is located in close proximity to police, fire and emergency <br /> medical services. <br /> All utrlittes and services aze or will be made available to the project site which <br /> aze essential to accommodate urban development. Access to the site is from Puainako <br /> Street, a County roadway identified as a primazy arterial with a minimum width of 120 <br /> feet. A secondary access, mainly for residents of Awapuhi Street, is proposed from <br /> Awapuhi Street, which has a 16-foot wide pavement within a 40-foot right-of-way. <br /> <br />
