3) "Malama Ika Ama" (Protection and Conservation of the Land) gam access to <br /> a paved easement that will link neighborhoods and schools, and convert the <br /> easement into a pathwa~• for non-motorized use entering an urban native <br /> forest containing mterpretwe signs and trails, under the leadership of Peoples <br /> Advocacy for Trails Hawaii (PATH) and the Tropical Reforestation and <br /> Ecosystems Education Center, ' <br /> -1) "Na Opio Alaka~" (Tomorrow's Leaders) establish a youth center where <br /> youth can be nourished m mind, sp~r~t, and health for generations of leaders, <br /> and <br /> WHEREAS, as a result of the conference KSbVCD recogmzed and accepted the <br /> Kealakehe Ahupua'a 2020 as a Cooperator which provides benebts such as a) grant <br /> wntulg assistance and subm~ss~on of grants under the name of Resource Conservation <br /> <br /> and Development, and b) technical assistance from Natural Resources and <br /> <br /> Qmservat~on Service, and <br /> WHEREAS, as a result of the conference the \ational Assoaation of Conservation <br /> D~stnct (NACD) recogmzed and acknowledged Kealakehe Ahupua a 2020 as a model <br /> to follow ~n orgamzmg and mrnrporating grassroots methods to implement solutions <br /> by ~m•olymg all levels of the government, rnmmumt~•, pnyate sector trom state and <br /> nation-wale, and <br /> WHEREAS, NACD ~m•ited Kealakehe Ahupua'a 2020 to attend its annual conference ~n <br /> Texas on February 3-8, 2001 for the purpose of presenting its grassroots model to begin <br /> the process for each amservatwn d~stnct to studs and determine the model's <br /> apphcab~hty to its own district, and <br /> WHEREAS the m~tiatwes undertaken by Kealakehe Ahupua'a 2020 are consistent with <br /> Hawau Counh~ Council Resolutwn No ~ 97-1H8 adopted on December 3, 1997 m <br /> support of development and implementation of public pohaes and planning strategies <br /> which promote sustamabtlity throughout the Counh• and State of Hawau, and <br /> WHEREAS the efforts of Kealakehe Ahupupa'a 2020 reflect working "smart growth" <br /> pnnaples adopted by the National Assoaation of Counties (NACD) Board of Directors <br /> and membership m its "Statement of Values" for sustainable communities on Juh~ 15, <br /> 7997 <br /> NO61', THEREFORE, BE [T RESOLVED by the Counal of the County of Hawa~ i that <br /> the Counal supports and encourages the establishment of Protect Kealakehe Ahupa a <br /> 2020 m the North Kona District and the 'y1odel for Commumt_y Action that it <br /> exemplaties <br /> <br />
