oJ„tY Of M~4 <br /> ;I~ <br /> , <br /> <br /> BOBBY JEAN LEITHEAD-TODD = " 1de,, Phone: (80S) 961-8261 <br /> CnunciMiember ' E` PAX: 808) 969-3291 <br /> _ ~ <br /> ~rii.:~ <br /> ro'N~ <br /> f Of N, <br /> - f~~ ~ui~, ? rr~~ z ~,3 <br /> COUNTY COUNC[L C0,_, _ <br /> County of Haeuaii C~UN ~ r - I-I',~,~',//~I~ <br /> Hawaii Caunh/ Buildiri, <br /> 25 Aupuni Street <br /> Hilo, Hawaii 96720 <br /> June 2, 1997 <br /> TO: Council Members <br /> FROM: Council Member Bobby Jean Leithead-Todd <br /> Council Member Aaron Chung <br /> RE: Bill 55, Draft 3 -Operating Budget <br /> and Sewer Hook-Ups <br /> After numerous discussions and tough decisions on sewer line construction and wastewater fees, we <br /> would like to propose that $200,000 be transferred from the Provisional Compensation Adjustment <br /> Account No. 010-911-5911.04-341 and placed in a Sewer Connection Reserve Fund and a Sewer <br /> Loan Fund to assist people who are required to hook up to our sewer lines. <br /> Because the Funds are established pursuant to Sections 21-45 and 21-46, Hawaii County Code, <br /> monies would be set aside in (1) the Sewer Connection Reserve Fund for the purpose of payment of <br /> guaranteed loans in default, "which shall at all times be not less than fifteen percent of the total <br /> amount of loans guaranteed "and (2) in the Sewer Loan Fund in which anon-qualifying <br /> applicant executes an agreement giving the County a lien on the property, the County contracts to <br /> connect the applicant's premises with the sewer line and negotiates a loan repayment. <br /> Accordingly, we propose an amendment to Bill 55, Draft 3, placing $50,000 into the Sewer <br /> Cmmection Reserve Fund and $150,000 into the Sewer Loan Fund. <br /> It is recognized that future legislation is needed to expand the Sewer Connection Program to the <br /> new service areas and to clarify the loan process.
