I a`sk you, as my County <br /> Council Representative to ask these questions and obtain the <br /> answers for me, as "public Record". <br /> <br /> My intention is to work cooperatively with the people to develop <br /> a "Community Based" Public Transportation System which truly <br /> meets the needs of residents, as well as visitors coming to <br /> Hawaii. <br /> Zn order to do this effectively, We the People must have complete <br /> and open access to all information regarding sources of funding <br /> and expenditures of Public monies. <br /> First of all, we require IMMEDIATE and SUFFICIENT funding to be <br /> utilized for a RFP to develop a workable plan for a "grassroots" <br /> - "Coordinated Public transportation System". During the 1997 <br /> Fiscal Year while we are in the process of holding Public <br /> <br /> Meetings to build consensus, establish priorities, do any needed <br /> research relating to the specialized needs of this <br /> population...the involvement and cooperative support of all <br /> parties is essential! <br /> In addition to receiving sufficient funding for the RFP to <br /> develop this plan - less than $50,000 total for all aspects of <br /> planning is really a very small amount!... <br /> We also need to keep at least basic service running all over the <br /> island... and really, we need to add more runs: <br /> 1. Waikoloa and North Kohala both directions to Kailua-Kona. <br /> 2. A morning run from Matsuyama's and Kealakehehe to Kailua and <br /> south to Captain Cook timed for Konawaena students and people <br /> going to work, shopping and social services and then back into <br /> town for Common work shifts- as well as late afternoon service! <br /> Please assist 1n helping to create this Essential Public Servicest!'' <br /> ~ ~ / awe. n!0. ~ ~ T.
