REPORT OF TI-IE <br /> COMMITTEE ON PUBLIC WORKS & <br /> INTERGOVERNMENTAL RELATIONS <br /> DATE Januan+ 9, 2001 RE COMM N0.45 /Resolution No. 15-01 <br /> PLACE Councilroom <br /> TIME• 9:10 a m <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and ]ntergovemmental Relations, to which w•as referred <br /> Communication No 45 and attached Resolution No I5-01, reports as follows <br /> Resolution No I S-Ol authorizes the Director of the Department of Public Works to issue permits for the <br /> installation of pnvately owned residential waterlines within county rights-of-way <br /> Communication No 45 is from Deputy Chief Engineer Jiro Sumada, dated December 4, 2000, <br /> transmitting Resolution No I S-Ol for the Council's review and consideration Mr Sumada states that <br /> because water service is not evadable to all residential properties, this resolution establishes a system that <br /> would enable consumers to obtain water service by installing a private waterline from an authonzed water <br /> meter to a residence within a county right-of--way <br /> Presently, a conditional permit is issued for a penod of only 180-days or an easement is granted <br /> Mr Galen Kuba, in discussion at the meeting, explained that the permitting system proposed in this <br /> resolution would provide an alternative to both an easement, which can prove costly, and the 180-day <br /> conditional permit process, which imposes time constraints that are not practical <br /> At the request of Chair Elarionoff, the Department of Public Works transmitted to the committee a copy <br /> of the Conditional Permit currently used for such waterlines <br /> Council Member Julie Jacobson voted kanalua times two <br /> Your Committee is in accordance with the purpose and intent of Resolution No I5-01, and recommends <br /> its adoption <br /> ctd <br /> AYES NOES A&E EX Respectfully submitted <br /> ARAKAKI X COMMITTEE ON PUBLIC WORKS & <br /> CHUNG I X INTERGOVERNMENTAL RELATIONS <br /> ELARIONOFF X -n <br /> JACOBSON X SV, <br /> LEITHEAD-TODD X Lenin red Elalliono , C AIR <br /> PISICCHIO X ~ 5 <br /> <br /> I SAFARIK X PW&IRC REPORT NO <br /> <br /> I TYLER X ADOPTED SAN 2 4 2D01 _ <br /> YAGONG I X ~ I I I <br /> <br />
