REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE December 19, 2000 RE: C-18Bi11 No 9 <br /> PLACE• Councilroom <br /> TIME• 2.10 p m <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawtti`i 96720 <br /> Your Committee on Planning, to which was referred Bill No 9, transmitted Jointly with Bdl No 10 by <br /> Mayor Stephen K Yamashiro per Communication No 18, dated November 30, 2000, regarding the State <br /> Land Use Boundary Amendment request by Owners of Pance19, at Keauhou I st, North Kona, Hawaii, <br /> TMK 7-8-1 19, reports as follows <br /> Bill No 9 amends the State Land Use Boundaries Map, H-8 for the County of Hawaii, by changing the <br /> district classification for approximately 4 606 acres of land from an Agricultural to an Urban zoned <br /> district <br /> The ttapezotdal-shaped sub3ect property, owned to fee by Robert Leighton Hind, III, Francis Waldron <br /> Hind, Patsy H Uchtmura, Alice T Ishida, Dorothy H Wade, Dons Yoshtno Madutomi, and Yukie Oga, is <br /> located on the south side of Kaluna Street, bounded by the existing Bayview Estates Phase 1, the proposed <br /> Bayview Estates Phase II, and Hale Kehau Condominium developments. The subJect property is currently <br /> vacant and heavily vegetated <br /> On January 22, 1992, Ordinance No 92-4 changed the district classification from Unplanned to Single <br /> Family Residential (RS-15), which was the first phase of Beyview Estates, a 51-lot residential subdivision <br /> and related improvements <br /> <br /> On August 4, 2000, Ordinance No 00-84 amended the State Land Use Boundary from Agricultural to <br /> Urban to facilitate the development of Bayview Estates, Phase a 45-lot single faintly residential <br /> <br /> subdivision and related improvements On August 21, 2000, Ordinance No. 00-85 changed the district <br /> <br /> classification from Agricultural (A-Sa) to Single Faintly Residential (RS-1 S) for Bayview Estates, Phase ll, <br /> <br /> and the Special Management Area Use Petmit was approved by the Planning Commtsston for the same <br /> <br /> development <br /> <br /> The State Land Use Commtsston Designation is Agricultural, however, since the property size is less than <br /> 15 acres, the State Land Use Commtsston does not need to consider this measure <br /> The General Plan document identifies the Keauhou-Kona area as a MaJor Resort Destination The General <br /> Plan LUPAG Map designates the area for Urban Expansion and Low Density Urban Development, which <br /> <br /> allows for a mix of high density, medium density, low density, industrial and/or open designations to areas <br /> where new settlements may be desirable, but where the specific settlement pattern and mix of uses have <br /> not yet been determined Areas designated as resort may be included in the urban expansion area The <br /> Low Density Urban Development designation refers to single family residential in character, ancillary <br /> community and public uses and convenience type commercial uses <br /> <br /> The Kona Regional Plan recommends a residential density of 18 units per acre The County zoning is <br /> Agricultural-5 acres <br /> <br /> The subJect property is located within Zone "X", an area determined to be outside the 500-year flood plain <br /> PC-3 <br /> <br />
