COUNTY OF HAWAII STATE OF HAWAII <br /> , <br /> RESOLUTION NO. 45 U1 <br /> <br /> HOUSING PRESERVATION GRANT PROGRAM TO PROVIDE LOW OR ZERO <br /> INTEREST LOANS OR GRANTS TO QUALIFIED FAMILIES. <br /> WHEREAS, the United States Department of Agriculture, Rural <br /> Development (RD), has advised the County of Hawaii on <br /> December 26, 2000, that a pre-application for the 2001 Housing <br /> Preservation Grant (HPG) Program is due on March 26, 2001; and <br /> WHEREAS, 552,190 is available for Statewide competition; <br /> and <br /> WHEREAS, the primary objective of the HPG Program is to <br /> <br /> provide low or zero interest loans or grants to very low-income <br /> families for basic renovations and repairs to their homes; and <br /> WHEREAS, Section 2-73, Hawaii County Code, requires that <br /> all instruments and documents relating to the housing programs <br /> of the Hawaii County Housing Agency be signed by the Mayor as <br /> authorized by the Charter and the Council; and <br /> WHEREAS, it is required by the RD that the County of <br /> Hawaii submit a pre-application with certifications and other <br /> documentation assuring conformance to related rules, regulations <br /> and laws of the HPG Program; and <br /> WHEREAS, it is further required by the RD that, if the pre- <br /> application is approved, the County of Hawaii must submit an <br /> application to obligate funds; and <br /> WHEREAS, the County of Hawaii passed a resolution <br /> approving a multi-year (3 year) contract to implement the 1999, <br /> 2000 and 2001 HPG funds; and <br /> <br />
