COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 58 U1 <br /> RESOLUTION CREATING FIVE (5) POLICE RADIO DISPATCHER I POSITIONS <br /> FOR THE POLICE DEPARTMENT <br /> WHEREAS, the Computer Aided Dispatch system installed in Police's Communications <br /> Dispatch Section regwres that seven (7) workstations be manned 24 hours a day, seven (7) days a <br /> <br /> week with a minimum of 35 positions needed to provide the necessary staffing, and <br /> WHEREAS, there are only 30 positions allocated, and <br /> WHEREAS, many dispatchers regularly are needed to work 12-hour shifts and work overtime <br /> on at least one of their days off, and <br /> WHEREAS, the Communications Dispatch Section has had to expend an inordinate amount <br /> on overtime, and <br /> WHEREAS, the shortage situation has led to workers fatigue and fob stress, and a cnsis <br /> situation, that if not corrected soon, wdl cause a tremendous strain on the department's operations <br /> and a potential officer and public safety concern, and <br /> WHEREAS, creation of these police radio dispatcher positions will relieve the manpower <br /> shortage and reduce the overtime expense, and <br /> WHEREAS, Article V, Section 5-1 3(c) of the Hawaii County Charter states that the Mayor has <br /> the power to "Create positions for which appropriations have been made by the council " <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII <br /> that five (5) Police Radio Dispatcher I, SR-14 positions be created <br /> <br />
