Upon review, you will <br />find that the majority of the cost increases are due to expenditures beyond the <br />County's control. These include the negotiated and arbitrated wage increases, <br />the $7.3 million increase in our employees retirement system contribution, the <br />$1 3 million increase in health fund costs, and spiraling fuel and electricity costs <br />POSITION CHANGES <br />This budget proposes to delete one position and add eight new positions, of <br />which one will be funded with liquor fees The following is a breakdown: <br />Police. The Police Department is proposing to add five police officers for the <br />Kona district to address the personnel shortage in patrolling this growing <br />community. The department is also requesting a departmental personnel clerk to <br />assist in the management of personnel and record-keeping duties that have <br />become more complex over the years <br />Liquor Control. The Department of Liquor Control is requesting an administrative <br />officer position to assist the director with the increased involvement in community <br />projects. This position will be funded through liquor license fees. The <br />department is also proposing to delete its supervising investigator position <br />
