Puna wants to see development in Keaau Town or next to the ballpazk. They do not want empty malls or towns in their district It is cleaz that the community wants development, but not on the bypass. Last year on _ March 22, 2000 I attended the public hearing on the rezoning of Gateway Shopping center held at the Keaau Community Center. The public turnout was huge. There were two significant groups at the hearing; fast, those who supported the project who were made up of mostly businesses outside of Puna who would benefit from the construction project, and second, residents of Puna who wanted to preserve the bypass. This issue _ affects the people who live in this district and is a Puna issue. After hearing people speak at the heanng rt was cleaz that the community wanted _ development but not on the by-pass. As a follow up to that hearing the attached Community Statement was circulated and herein attached. More than 1,700 resrdents or persons working in Puna from April 18, 2000 signed it. (Partial list attached of 1,400 ~s _ attached; sheets are begin picked up from volunteer sign up sights) Puna has the fastest growing population district on the island In the past 26 yeazs, the _ number of registered voters in Hilo grew 40% while Puna's grew 317%. Accordrng to the County Of Hawaii funded "Puna Community Plan" rf all the currently approved subdivided lots in Puna were built on the population could be up to 167,000 The can-ent (7omm. N0. Due to rapidly growing population, the desperately needed by-pass that was completed in year 2000 will become increasing ineffective in time. W.H. Shipman who is the one of the largest pnvate landowners in Puna owns almost all the land rn the Keaau area and can build the Gateway Shopping Center m Keasu Town or any lands adJacent to Keaau town Three yeazs ago in Apnl of 1998, Bob Saunders of W.H. Shipman Company asked me to - testify against the McCully Shopping center that was planned to be built on the By-pass. We wanted to protect the commercial interest of the town of Keaau. Developing Keaau town was also the objective of the planning department. Jun McCully, the developer of the Puna Market Center was requesting a change of zoning on 20 acres of land zoned ML-20 to MCX, which would allow Mr. McCully to _ build a shopping center on the Keaau Pahoa By-Pass Bob Saunders ask me to testify against McCully's project. I called other business owners to speak against the McCully project Attached is my testimony delivered to the County Council on May 4, 1998. - Today, to address Gateway's unpact on the by-pass intersection Bill # 196 was amended and requires a street to connect the back of the Gateway Shopping Center to the W.H. Shipman Business Pazk. This is an improvement but does not eliminate the increased inter-drstrict stopping and waiting by traveler between Hilo, Pahoa, Keaau, Volcano, and Ka'u at the intersection Sure Save supports buildrng W.H. Slupman's Gateway Shopping Center and supports saving the by-pass. We aze pro development and encourage businesses to locate in the Keaau Town area. The district of Puna will continue to grow as a lazge bedroom community for East Hawaii and having a good growth plan is vital for this azea. Our concerns for planning include the following: - I Twenty acres of MCX zoning use would create a lazge business district that would detract from the growth of Keaau town and defeat the purposed intent of the Keaau bypass. The purpose of the Keaau bypass should remain as a - bypass with its mission to support quick efficient travel that reduces travel time between the Puna District and Hilo. 2) Safety should be a key issue in these discussions. A bypass that supports the - evacuation or rescue, from and to Puna should considered. The Puna area does not have a hospital for emergency medical care. An individual or persons critically injured needs the quickest route to medical care. A quick exit from Puna can be accomplished by an uncluttered bypass. Also, tf there ~s an unforeseen natural disaster, safe evacuation from this azea - would be a priority for residence as well as to public orgamastions providing such assistance. A bypass with limited commercial activity will help achieve tlvs prionty in case of a natural disaster 3.) This bypass is being built to eliminate the enormous amount of traffic - congestion at Keaau Town. Today we occasionally have traffic in the mornings backing up from Keaau Elementary School to Kaloli Drive extending almost five miles. Also, on the way home on bad days, occasionally we have to wait nearly five to fifteen minutes to get through the Keaau traffic light. 4.) Further development of the Keaau business azea would add synergy to existing commercial development in Keaau. A good example of this can be _ seen m the Pence Kuhio and Puainako area where concentrated cotmercia] activities have produced a magnetic effect positively assisting all businesses in that azea. Instead, a second business core along the bypass will create an - old downtown out of the existing businesses in Keesu town. We need to expand Keaau Town into a well planned city. The professional - planners m the County's Planning Department have a vision for the city of Keaau and we should follow their planning _ in closing, we wholeheartedly support further business development to the Keaau area and encourage business to invest in the growing Puna area.
