February 21, 2001 <br /> Good morning and aloha to one and all. I am compelled to speak bo the council today to demand <br /> that you ro give a resoundling NO voce, or oo'defer, Resolution 46-01, federal funding for the okl, <br /> failed, delusional, counter-productive marijuana eradication program. I have a beef with the police <br /> department for even asking for this money, I have ~n appdntment with the Chief soon on the matter. <br /> But it is you, the dvilians who are supposed to oversee the program, who I kx>k at and speak to today. <br /> My 3 minute testimony goes to the heart of the matter, and proposes a sdution for everyone. As I <br /> watched you swear ro uphold the Constitution against all enemies, foreign AND domestic, I happened <br /> to actually read some of that critically important document that I feel applies here today. <br /> Arucle 3, Section 3 states very clearly: 'Treason against the United States, shall consist only in levying <br /> War against them...'. Are you attempting to levy War against us today with dtls Resolution and request <br /> from the Fblice departments' I say that Is exactly what is on the agenda. Blood money for an unjust <br /> War against civilians, people of this Island that you have sworn to protect, a violation of the basic te- <br /> nent of international law that says civilians can not be the targets' rn any conflict. <br /> I asked the attorney general's office what the definition of a 'hate crime' is and this is part of what I <br /> heard: any cnminal offense against a person or property based on that person's ethnicity or religon. <br /> Many of us on this island, including me, are members of a religion that uses cannabis hemp, 'the tree <br /> of life' as our sacrament. Terrorizing us with helicopters and spraying prison on our gardens and our <br /> rooftops and our children's rays is a'hate crime' by definition. Please look it up, and 'rf the shoe <br /> fits...wear iC, as they say, and prepare for the consequences. <br /> Genocide: another very serous charge defined as any crime with the intent to destroy a specific <br /> reli~ous group, wbiecting that group tp conditions intended to cause the physical destrudlon of the <br /> <br /> group, and/or the transfer of children of the group ro other homes and famiBes. You have been <br /> making war on a peaceful religious group, among many others, with disastrous un-Intended conse- <br /> quences including creating massive poverty, a hard drug epidemic and rampant property crimes, ro <br /> name a few. <br /> Beverley Crogan of the Mental Health Association told me yesterday that what Is happening to the <br /> people of this island now is a new term called 'co-occuring disorders', or layers of problems occuring <br /> <br /> to people. She regrets not being able m attend this meeting, but her new Survey of Social Indicators 102.2 <br /> rs due out by next week. You should be shocked and saddened at the rewlts. Ootntn.
