The vast majority of the property, <br /> which comprises 91 lots, will be located south of the Puainako Street Extension with <br /> access from Kaumana Drive and the future Pusinako Street Extension. The property <br /> north of ffie Fusinako Street Extension, which includes the remaining 21 lots, will have <br /> access via Hapuu Road. Hapuu Road is an approximately 30-foot wide deadtnd road <br /> and currently used only as an access to the two private properties located to the east of <br /> the road. The project will requue widening of Hapuu Road to 50 fcet to meet County <br /> standards. A Urge block of hind to the west of Hapuu Road is vacant and owned by <br /> the State. Therefore, the applicant has requested state land acquisition of <br /> approximately 3,650 square feet along the existing Hapuu Road easement and <br /> approximately 9,760 square feet for the proposed access road from 1{aumana Drive <br /> According to the Department of Water Supply, water can be made available from <br /> an existing 16-inch waterline at the 1.0 rmlhon gallon (MG) Piihonua Reservoir No 1, <br /> overflow elevation (OF) 997 feet. Water would only be available for the subject pazcels <br /> upon the construction of three offsite booster pump stations with the necessary controls to <br /> deliver water m accordance with the Department's standards and master plan. The three <br /> booster pump stations shall be located at the 1.0 MG Piihonua Reservov No 1, OF 997 <br /> feet, 0.3 MG I{ahoama Reservoir, OF 1,213 feet, and 01.1 MG Lyman Reservoir, OF <br /> 1,584.5 feet In addition, the applicant will be required to construct ensile water system <br /> improvements. <br /> The 100-yeaz drainage area is located on the project site. The development of this <br /> protect will generate an increase of 40.5 cubic feet per second (cfs) peak dtschazge based <br /> on a 100-yeaz 24-hour storm. Therefore, improvements will be made to the drainage <br /> courses that traverse the project area. A retention basin will also be constructed so that <br /> no adverse effect wrll be felt downstream of the project site. The retention basin wrll be <br /> sized to accommodate the increased runoff volume. According to the Department of <br /> Public Works, a drainage study shall be prepared and the recommended drainage system <br /> shall be constructed, meeting with the approval of the DPW. If dry wells are included <br /> wrthin the subject development, an Underground Injection Control ([TIC) pemvt maybe <br /> requued from the Department of Health, State of Hawaii. <br /> There is no mumcrpal sewer system in the area. According to the Department of <br /> Health, for use of an on-srte wastewater disposal system, a variance wrll be requu~ed from <br /> the State Department of Health through the Wastewater Branch. Wastewater rules state <br /> that an on-site wastewater disposal system may be used rf the total development of an <br /> azea does not exceed 50 dwelling units Under current regulations, lots in this area aze <br /> allowed one (1) cesspool, provrded the lots are one (1) acre or larger.
