One of my attachments is a letter to me from HDOT planner Julia <br /> Tsumoto addressing that issue It has bcen the Courity's contention, reiterated by you at <br /> our meeting, that HDOT, in failing to provide for transportation services and <br /> infrastructure for the substandard subdivisions, incorrectly retied on the County GP, <br /> rather than actual land use for then transportation modeling for the HI,RTP I find this <br /> confusing When I was prepanng the second draft of the Puna Community Developmem <br /> Plan, at the nine the HLRTP process was beginning, my recommendation that the <br /> <br />
