(It means , as stela <br /> in HRS 264-61 "a controlled-access facility is defined as a public highway especially <br /> designed for through traffic, and over, from, or to which owrten of abutting land have <br /> no right or easement of access... ) <br /> 3. Is there a difference between a "restricted aces" and "conirollai access" public <br /> highway? <br /> 4. What is the basis, in engineering terms, for placing restricted aces conditions on a <br /> public highway? <br /> 5. On an engineering basis, is the base of a hill, on a curve, a good place for an <br /> intersection on a high speed, through highway? <br /> 6. How will pedestrians be protected when they cross this intersecdon7 <br /> 7. How long will the trattic lights be phased, that is, how long will it take for each light <br /> to go through the tam kft arrow, the red,yellow, and glean portions of each change? <br /> This phase analysis has not been attached to the Traffic Impact Analysis Report <br /> submitted by Shipman. Therefore the TZAR is incomplete. Wheawill it be <br /> completed? <br /> 8. The Bypass Road criteria for design was what Level of Service;? What LOS will be <br /> allowed for this proposed 4-way intersecdon? If it is decided to "bias" dre signal <br /> phase to benefit the Pahoe booed rush hour commuters how long will the red light <br /> phase be for the other directions? <br /> 9. In terms of traffic flow and safety, not planning issues, is this a typical or desireable <br /> location for a high volume, high speed intenectian? I ask this because that wee the <br /> original stated pkn for the Bypass road, sad this redesign does not seem to be in <br /> keeping with the original aim of the improvement. <br /> <br />
