_ i~

Questions for the Dept. of Transportatior~,$lt Q ~ 'Par'
1. What kind of highway is Hwy 1 l in/the Panaewa region? (A "high-speed, through"
hwy, is the description in the E.A. for the Bypass Road)
2. Is it a "restricted access" highway? If so, what does that mean? (It means , as stela
in HRS 264-61 "a controlled-access facility is defined as a public highway especially
designed for through traffic, and over, from, or to which owrten of abutting land have
no right or easement of access... )
3. Is there a difference between a "restricted aces" and "conirollai access" public
highway?
4. What is the basis, in engineering terms, for placing restricted aces conditions on a
public highway?
5. On an engineering basis, is the base of a hill, on a curve, a good place for an
intersection on a high speed, through highway?
6. How will pedestrians be protected when they cross this intersecdon7
7. How long will the trattic lights be phased, that is, how long will it take for each light
to go through the tam kft arrow, the red, yellow, and glean portions of each change?
This phase analysis has not been attached to the Traffic Impact Analysis Report
submitted by Shipman. Therefore the TZAR is incomplete. Wheawill it be
completed?
8. The Bypass Road criteria for design was what Level of Service;? What LOS will be
allowed for this proposed 4-way intersecdon? If it is decided to "bias" dre signal
phase to benefit the Pahoe booed rush hour commuters how long will the red light
phase be for the other directions?
9. In terms of traffic flow and safety, not planning issues, is this a typical or desireable
location for a high volume, high speed intenectian? I ask this because that wee the
original stated pkn for the Bypass road, sad this redesign does not seem to be in
keeping with the original aim of the improvement.
