Census population statistics (DBEDT, <br /> 1997) show that the 1990 to 1995 growth For entire Blg Island was 14.1°k cr 2,82% per <br /> year (this is practically the same number as the one used in the TIAR). However, the <br /> same source specifies that the 1990 to 1995 growth for the Puna District was 32.7% or <br /> 6.54% per yar. <br /> The TZAR mentions a few new developments surrounding the pro~ea but It <br /> concludes that the 2.85% growth rate Is suMclent to account for all expected "In-fill" <br /> development. This Is unlikely given that: <br /> 1, Populatlon growth and overall growth has been quite vigorous m this area <br /> 2. In 2005, Kamehsmeha Schools will be open next to the 9 Mile [amp, with 200 staff <br /> and more than 2,000 students. <br /> 3. The new state or private prison Is likely to be located In this dlstnct. <br /> 4, W, H. Shipman, ltd. hss publicly stated their intent to obtain a "Big Box tenant, Ike a <br /> Costco" (Wm.
