Arakaki, Council Chair <br /> RE: Resolution Transferring/Appropriating Funds <br /> In April 1996, the County Council adopted Resolution 291-96, which urged the establishment of <br /> an interagency, public and private round table to explore the feasibility of establishing a <br /> telecommunity network system on the Island of Hawaii. The resolution also appointed me to <br /> organize and convene a telecommunity network round table. <br /> As a result, we sponsored a conference round table attended by over 120 people from different <br /> organizations and professions. The round table generated much excitement and interest statewide <br /> and a group of people have been meeting numerous times over the past months to move the <br /> concept of community networking along. A prototype web page called [he "Hawaii Island <br /> Electronic Village" has been developed for review and comment (www.tri- <br /> hawaii.com/hiev/hiev.htm). Other websites dealing with County and state government, tourism, <br /> culture, arts, and HELCO's cooking recipes are linked. Besides registering a domain name, the <br /> implications of establishing anon-profit organization to receive grant monies are being explored. <br /> We are at a point in the project where `seed' money is needed to get the project off the ground. <br /> Web page development, coordination of the page with agencies, organizations, schools and <br /> businesses, and the development of further outreach programs is critical in telecommunity <br /> networking. The group intends to apply for federal Telecommunity Infrastructure and Information <br /> Assistance Program grants, but would like support from the County. I believe telecommunity <br /> networking serves, among other things, to stimulate economic development and improve public <br /> access to information. <br /> The attached resolution transfers $10,000 to Research and Development to fund the electronic <br /> village project.
