BACKGROUND AND COUNTY ENVIRONMENTAL REPORT <br /> CHANGE OF ZONE APPLICATION <br /> Puainako Center Parking Expansion <br /> Hilo, Hawaii <br /> Applicant <br /> The applicant and owner of the subject property is PTC Partners, whose business <br /> address is 44-224 Mahe Place, Kaneohe, Hawaii %744-2622. <br /> Location <br /> The subject property is located at the comer of Kilauea Avenue and Kahaopea <br /> Street in Hilo, Hawaii (see Figures 1 & 2). Its Tax Map Key (TMIC) is 2-210: 3, Third <br /> Division The 43,560 - sq. ft. property is situated adjacent to the Puainako Center (see <br /> Figure 3) which is also owned by the applicant. <br /> Chanrte of Zone Request <br /> The applicant is requesting a Change of Zone from RS-10 Single FamilX <br /> Residential to CN-10 Neighborhood Commercial for the subject property to allow the <br /> _ development of an off-street employee parking lot. <br /> Apvroving Agency <br /> The Hawaii County Council is the approving authority for thus Change of Zone <br /> <br /> 1r Request. <br /> Objective and Reason for Change of Zone Request <br /> The objective of this project is to develop a designated pazking azea for the <br /> employees of the Puainako Center (see Figure 4). The overall traffic volume within the <br /> commercial center during the peak shopping penods is high and has resulted in a <br /> scazczty of pazking space for customers. During these peak periods, customer demand <br /> for pazking heavily competes with employee pazkmg. With the acquisition of the <br /> subject property, Puainako Center now has an area that can be developed for additional <br /> pazkmg <br /> II-1 <br /> <br />
