The implications of these evaluations and <br /> decisions must be also considered as they may have an impact on sumlar areas in the <br /> County, but ultimately, on the future development of the whole island. <br /> The proposed Change of Zone from Single-Family Residential (RS-] 0) to <br /> Neighborhood Commercial (CN-10) zoned distnct would conform to the following goals, <br /> policies and standards of the General Plan: <br /> Land Use Element <br /> Designate and allocate land uses in appropriate proportions and mix and in <br /> keeping with the social, cultural and physical environments of the County. <br /> • Zone urban- and Waal-types of uses in areas with ease of access to community <br /> services and employment centers and with adequate public utilities and facilities. <br /> • The County shall encourage the development and mazntenance of commumties <br /> meeting the needs of its residents m balance with the physical and social <br /> environment <br /> • Zonuig request shall be reviewed with respect to General Plan designation, distnct <br /> goals, regional plazis, State Land Use Distnct, compatibility with adjacent zoned <br /> uses, availability of public services and utilities, access, and public need <br /> .o mereial Development Element <br /> • Provide for commercial developments that maximize convemence to users <br /> • Provide commercial developments that complement the overall pattern of <br /> transportation and land usage within the island's regions, commumties and <br /> neighborhoods. <br /> • Commercial facilities shall be developed in areas adequately served by necessazy <br /> sernces, such as water, utilities, sewers and transportation systems. <br /> • The development of commercial facilities should be designed to fit into the locale <br /> with minimal intrusion while providing the desired services. Appropnate <br /> infrastructure and design concerns shall be incorporated into the review of such <br /> developments. <br /> <br />
