Revenues are <br /> obtained from liquor license fees and fines. Our jurisdiction is <br /> limited to the parameters provided in Chapter 281, Hawaii Revised <br /> Statutes, also known as the state liquor laws. State law limits <br /> use of revenues to direct costs of administration, provides for the <br /> refund or credit of excess fees to licensees and limits to whom <br /> programs may be offered (licensees and commission staff). The <br /> department is entitled to retain monies from sales of printed <br /> materials and fines (which are to be used exclusively for <br /> educational purposes). <br /> A. PROGRAMS <br /> 1. IDENTIFY NEW GOALS AND OBJECTIVES: <br /> A. To reconstruct our curriculum on liquor law and server <br /> education program for presentation to licensees and their <br /> employees and for interagency or public presentations. <br /> JUSTIFICATION: Current educational programs are <br /> offered only to managers in active charge of the <br /> premises. While it is the licensee's duty to ensure that <br /> all employees are familiar with the liquor laws, the <br /> department intends to ensure that basic liquor laws are <br /> presented to other liquor servers. <br /> BUDGET REQUIREMENTS: None.
