COUNTY OF HAWAII <br />HAWAII COUNTY COUNCIL <br />PROGRAM AND BUDGET REVIEW QUESTIONNAIRE <br />Fiscal Year 1997-1998 <br />DEPARTMENT: Public Works <br />DIVISION: Wastewater <br />A. PROGRAMS <br />1. Identify new goals and objectives reflected in your FY 98 budget and the rationale <br />and authority for implementation. <br />a) Administration: <br />i) Develop strategic plan for next ten years in order to identify areas to be <br />sewered and other necessary expansions to the system. <br />ii) Implement impact fees for new developments in order to finance future <br />construction and expansion of our system. EPA grant conditions require <br />impact fees. <br />iii) Revise the Sewer Code to include pretreatment provisions as required by <br />EPA. <br />iv) Proceed with development of a geographical information system (GIS) to <br />map our entire system for planning purposes. <br />b) Accounting: <br />i) Implement new user charge system. EPA grant conditions require that <br />operations, maintenance and replacement costs be completely funded by a <br />user charge system. <br />ii) Implement new system for improving collection of delinquent accounts. <br />This has been recommended in our annual audit by Deloitte & Touche for <br />the past several years. <br />iii) Implement new billing system. As our client base increases with the new <br />sewer extension projects, the existing billing methods are becoming <br />increasingly difficult to accomplish with our limited staff. By implementing <br />a new system or by coordinating our billings with the Department of Water <br />Supply, the need for additional workers would be minimized. <br />C) Engineering: <br />i) Start planning for the following projects: <br />• Puako Wastewater System <br />• Kapoho Wastewater System. <br />ii) Start design for the following projects: <br />• Ainako-Aina Nani Subdivision Sewer <br />• Puueo Collector Sewer <br />• Kealakehe Effluent Reuse, Phase I <br />iii) Start construction for the following projects: <br />• Kalanianaole Collector Sewer, Phase II <br />• Disappearing Sands SPS <br />• Kealakehe Effluent Reuse, Phase I <br />0 Waiakea Houselots Collector Sewer, Phase II <br />
