REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: February 21, 2001 Re: Comm. No. 102/Res. No. 46-O1 <br /> PLACE: Council Chambers <br /> TIME: 10:35 A.M. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 46-01, reports as follows: <br /> Resolution No. 46-01, transmitted by Director of Finance William T. Takaba, via <br /> Communication No. 102, dated January 24, 2001, authorizes the County of Hawaii to enter into <br /> an agreement with the United States of America for a Statewide Marijuana Eradication grant. <br /> The United States of America, through the State Department of the Attorney General Crime <br /> Prevention and Justice Assistance Division, is desirous of providing funding for expenses to <br /> conduct missions for the elimination of controlled substances. <br /> The Hawaii County Police Department is ready and willing to proceed with its obligations under <br /> <br /> the Statewide Marijuana Eradication grant. <br /> Pursuant to Section 46-7, Hawaii Revised Statutes, county departments obtain the consent of the <br /> council to enter into agreement with the federal or state governments respecting action to be <br /> taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or <br /> other assistance in connection with projects being or to be undertaken pursuant to those powers. <br /> Your Committee heard numerous testimonies from various community organizations and <br /> individuals in opposition to Resolution No. 46-01. Those opposed voiced concerns ranging from <br /> the use of helicopters at low elevations to the medicinal and spiritual value of marijuana. <br /> Some members of Your Committee thought more emphasis should be put on efforts to eliminate <br /> harder drugs, such as crystal methamphetamine or ice as its use causes users to be more violent <br /> than marijuana. <br /> For informational purposes, Mr. Arakaki voted kanalua twice. <br /> FC REPORT NO. 29 <br /> <br />
