No. 49-01 <br /> PLACE: Council Chambers <br /> TIME: 10:35 A.M. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 49-01, reports as follows: <br /> Resolution No. 49-01, transmitted by Council Member Nancy Pisicchio, via Communication <br /> <br /> No. 114, dated February 8, 2001, authorizes an independent evaluation of the Animal Control <br /> Program of the County of Hawaii. <br /> At its meeting on January 23, 2001 the Finance Committee voted to defer Resolution No. 20-01 <br /> in order to allow revision of the resolution to more broadly evaluate the County's animal control <br /> program. As advised, a new resolution and Request for Proposals was prepared. <br /> The aforementioned Resolution is to authorize an independent evaluation of the Animal Control <br /> Program of the County of Hawaii of which the Hawaii Island Humane Society is an integral <br /> part. <br /> The Council of the County of Hawaii seeks independent and professional assessment, <br /> consultation and recommendations to guide its policy-making relating to: <br /> 1) The structure and framework of the County of Hawai`i's animal control program <br /> 2) Proper administration and oversight of the County's animal control contract <br /> 3) Revision of Chapter 4, Hawaii County Code <br /> 4) Overall adequacy of funding for animal control services <br /> 5) The suitability of maintaining one contractor to serve the entire County of <br /> Hawai `i <br /> 6) The performance of the Hawaii Island Humane Society in the areas of <br /> (a) organizational structure <br /> (b) deployment of resources, including enforcement duties and response to <br /> animal nuisance complaints <br /> (c) scheduling and coverage requirements <br /> (d) field operations <br /> (e) training <br /> (f) court preparation and appearances <br /> (g) office automation <br /> (h) shelter operations <br /> (i) community relations and volunteer programs <br /> (j) analysis of the HIHS mission statement <br /> Also said Resolution authorizes that $12,000 be transferred from the Council/Clerk's <br /> Miscellaneous Contractual Services account (010-101-5101.02-115). <br /> FC REPORT NO. 36 <br /> <br />
