No. 20-O1 <br /> PLACE: Council Chambers <br /> TIME: 10:35 A.M. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 20-01, reports as follows: <br /> Resolution No. 20-01, transmitted by Council Member Nancy Pisicchio, via Communication <br /> No. 54, dated January 10, 2001, authorizes a performance evaluation of the Hawaii Island <br /> Humane Society. <br /> The aforementioned Resolution authorizes a performance evaluation of the Hawaii Island <br /> Humane Society to be performed by a professional independent animal control organization. A <br /> draft Request for Proposals, prepared by the Legislative Auditor in consultation with the <br /> Purchasing Division, Finance Department, was attached. <br /> Resolution No. 126-99 adopted on September 9, 1999 requested that the Office of the Legislative <br /> Auditor perform a special study of the status of animal control in the County of Hawaii. <br /> <br /> Following the completion of the Special Study, Legislative Auditor Constance R. Kiriu <br /> recommended via Communication No. 396.032, dated November 13, 2000, that a performance <br /> evaluation be performed by an independent body as her office in not equipped with the technical <br /> knowledge or animal expertise necessary to conduct an evaluation of animal shelter operations <br /> and facilities and its management and administration. <br /> Originally heard on January 23, 2001, this measure was deferred pending revisions to encompass <br /> a comprehensive evaluation of the County of Hawai`i's animal control program, not simply on <br /> performance evaluation of the current contractor, the Hawaii Island Humane Society. <br /> Subsequently, Resolution No. 49-0 l was introduced to replace Resolution No. 20-01. <br /> Your Committee on Finance is not in accord with the purpose and intent of Resolution No. 20-01 <br /> and recommends it be filed. <br /> smc <br /> Al'F.S NOES A&E EX <br /> Respectfully submitted <br /> CHUNG X <br /> Plslccl-Ilo x COMMITTEE ON FINANCE <br /> ARAKAKI X <br /> ELARIONOFF X <br /> JACOBSON X <br /> LEITHEAD-TODD X <br /> SAFARIK x AARON S.Y.
