REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: March 20, 2001 Re: C-153 <br /> PLACE: Councilroom <br /> <br /> TIME: 2:55 p.m. <br /> <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Communication No. 153, transmitted by <br /> Mayor Harry Kim dated March 6, 2001, reports as follows: <br /> <br /> Communication No. 153 recommends the appointment of the following individual to the Hawaii <br /> County Planning Commission to serve a term ending December 31, 2005: <br /> Ms. Hannah Springer, of no political affiliation, will replace Richard Baker, whose term <br /> expired on December 31.2000. <br /> Ms. Springer, a 44-year resident of Hawaii, is presently self-employed as a cultural <br /> geography consultant. She also serves as co-chair of the West Hawaii Fisheries Council. <br /> She currently is a board member of the West Hawaii Family Support Services, a board <br /> member of the Hawaii Nature Conservatory, and a board member of the Tropical <br /> Reforestation Ecosystem Education. She served as an OHA trustee from 1996- 2000. <br /> Pursuant to Section 5-4.3 of the Hawaii County Charter, the mayor shall appoint members of the <br /> Planning Commission to be confirmed by the Council, as prescribed in Section 13-4 of the <br /> Hawaii County Charter. <br /> Committee Member Dominic Yagong stated that the Hamakua District is not losing a <br /> representative (Richard Baker), because he already has a commissioner who lives in <br /> Laupahoehoe (James Souza). <br /> Previously, the Planning Commission consisted of members from the six geographical districts, <br /> with three at-large members. In l 998, a Charter amendment required that the Planning <br /> Commission consist of nine members, one from each council district. Up to the year 2000, the <br /> Planning Commission was not in compliance with the County Charter, but with the expiration of <br /> Mr. Baker's term and the appointment of Ms. Springer to his seat, the Planning Commission will <br /> be in total compliance with the County Charter's 1998 amendment. <br /> PC-18 <br /> <br />
