REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: May 15, 2001 Re: Comm. No. 200/Bill No. 55 <br /> PLACE: Council Chambers <br /> TIME: 10:10 A.M. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 55, reports as follows: <br /> Bill No. 55, transmitted by Director of Finance William T. Takaba, via Communication No. 200, adopts <br /> a pay plan for persons employed by the County other than those whose pay is otherwise provided for, <br /> designating payroll periods, pay days, prescribing requirements with respect to official fidelity bonds, <br /> and repealing Ordinance No. 00-65 and all amendments thereto, said Ordinance to be known as the <br /> Salary Ordinance of 2001. <br /> The only significant change from Ordinance No. 00-65 is the retitling of the Deputy Chief Engineer <br /> class of work to Deputy Director of Public Works. This reflects changes made to the Hawaii County <br /> Charter which was ratified by a majority of Big Island voters on November 7, 2000. <br /> Pursuant to Section 3-13, Hawaii County Charter, provides for the establishment of a pay plan for all <br /> <br /> persons employed by the County whose pay is not otherwise provided for. <br /> Some members of Your Committee questioned why the proposed salary ordinance included salaries for <br /> <br /> appointed directors and deputy directors of departments and executive agencies, which, according to a <br /> Charter amendment, should be established by the Salary Commission. <br /> <br /> Further, members of Your Committee questioned the student intern salaries as the State Legislature <br /> <br /> recently amended the minimum wage. Lastly, some members were concerned that the pay schedule for <br /> <br /> the Hawaii County Band may be insufficient.
