Arakaki, Chairman <br /> and Members of the County Council <br /> <br /> Page 5 <br /> * To provide single-family residential areas conveniently located to public and <br /> private services, shopping, other community activities and convenient access to <br /> employment centers. <br /> * The County shall incorporate reasonable flexibility in codes and ordinances to <br /> achieve adiversity of socio- economic housing mix and to permit aesthetic <br /> balance between single-family residential structures and open spaces. <br /> * Rural-style residential-agricultural developments, such as new small scale rural <br /> communities or extensions of existing rural communities, shall be encouraged in <br /> appropriate locations. <br /> * The County shall review and amend if necessary land use ordinances and codes to <br /> include considerations for rural-style residential subdivisions in appropriate <br /> locations. Standards and criteria for the establishment of these areas shall be <br /> developed. <br /> The proposed Rural boundary request also conforms to the Land Use Pattern <br /> Allocation Guide (LUPAG) Map which designates the area Low Density Urban. The <br /> Low Density Urban designation would allow for single family residential and ancillary <br /> community and public uses, and convenience type commercial uses. The property is <br /> located along the fringe of the Low Density Urban area and adjacent to lands within the <br /> Extensive Agricultural designation. The area includes a mix of residential and <br /> agricultural activities. Along Ainalako Road, the lots are relatively large and range in <br /> size from approximately 3-50 acres. The Rural designation would allow smaller than one <br /> acre lots that are not bound by the Agricultural District requirements for farm dwellings. <br /> The area however, reflects the transitional nature of the area from farming and cattle <br /> grazing to residential-agricultural uses. All of the lands mauka of the subject property <br /> along Ainalako Road are still relatively large lands in Agricultural zoning designations. <br /> At this time, it is believed that the Rural designation would be more appropriate than an <br /> Urban designation. It is therefore determined that the request is consistent with the rural, <br /> low-density form depicted on the LUPAG Map for this area of Waiakea Homesteads. <br /> Based on the above findings, including the General Plan's goals and policies, the granting <br /> of the Rural boundary amendment would complement and implement the General Plan. <br /> All utilities and services are available to the property, which are essential to <br /> accommodate rural development. Access to the property is from Ainaola Drive onto <br /> Ainalako Road which has an approximate 16-foot pavement within a 50-foot <br /> right-of--way. The subject property is located approximately 1,400 feet south of the <br /> Ainaola Drive/Ainalako Road intersection. Water is provided by an 8-inch County water <br /> line, which fronts the subject property. According to the Department of Health, the <br /> <br />
