<br /> of December 2000, all department heads' salaries shall be pursuant to the schedule
<br /> herein. The mayor, for positions in the executive branch, the council chair, for positions
<br /> in the legislative branch, and the prosecuting attorney, after the effective date of this
<br /> ordinance, may move an employee occupying a position covered by this executive
<br /> pay plan beginning at Step A or the employee's existing compensation level, whichever
<br /> is applicable, at a rate of no more than one step per fiscal year; provided that
<br /> additional step movements or raises shat# be authorised only if approved by resolution of
<br /> the council.
