Opposite the subject parcel and along Ainalako Road are Agricultural lots (A-la, A-2a, <br /> <br /> A-3a, and A-20) with scattered dwellings, macadamia nut and citrus orchards, and cattle grazing. <br /> <br /> Although there are some intermittent residential zoned lands along Ainaola Drive, to the west <br /> <br /> along Ainalako Road, lots are zoned agricultural and are rural in nature. <br /> Soils are classified as Olaa extremely stony, silty clay loam with rapid permeability, slow runoff <br /> and slight erosion hazard. The Land Study Bureau Soil Rating is "C" or Fair. The ALISH <br /> classification is Other Important Agricultural lands. <br /> The subject property is located in Zone X, an area determined to be outside the 500-year flood <br /> plain. <br /> <br /> Because the parcel was previously grazed by cattle and extensively cleared for agricultural use, <br /> rare or endangered flora or fauna, as well as historical, cultural or archaeological features are not <br /> anticipated to be found. <br /> Access to the property is from Ainaola Drive onto Ainalako Road. The subject property is <br /> approximately 1,400 feet from the Ainaola Drive/Ainalako Road intersection. Ainalako has an <br /> approximate 16-foot wide pavement within a 50-foot right-of--way. The City of Hilo map depicts <br /> a road widening to a 60-foot right-of--way. <br /> Water is available to the subject property via an existing 8- inch water line fronting the subject <br /> property. <br /> According to the Department of Health, the property is located in the Critical Wastewater <br /> Disposal area, therefore, any development on these lots would require septic tank systems. <br /> All other utilities and services are currently available to the subject parcel. <br /> Committee Member Julie Jacobson explained that to be consistent with her stand on the <br /> preservation of agricultural lands, she would be voting against this measure. <br /> Committee Member Curtis Tyler reiterated some of the background information. He also <br /> recommended that language restricting the construction of a second dwelling, the fair share <br /> assessments, and septic tank installation be included as conditions, and Your Committee <br /> unanimously agreed. <br /> Committee Member James Arakaki stated that his only concern about this measure is the <br /> wastewater problem, but since the Department of Health recommends the installation of the <br /> septic tanks, he is in agreement with the applicant's request. <br /> PC-30 <br /> <br />
