No. 117-01 <br /> PLACE: Council Chambers <br /> TIME: 10:50 A.M. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 117-01, reports as follows: <br /> Resolution No. 117-01, transmitted by Director of Finance William Takaba, via <br /> Communication No. 319, dated August 22, 2001, creates a secretary position for the Fire <br /> Commission. <br /> The Fire Commission is desirous of creating a secretary position to provide the administrative <br /> and clerical support services necessary for the operation of the Commission. <br /> Pursuant to Article VII, Section 7-4.5, Hawaii County Charter, authorizes it to appoint such staff <br /> as necessary for the performance of its duties. <br /> Also, pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power <br /> to "create positions... for which appropriations have been made by the council...". <br /> Your Committee recommends Resolution No. 117-01 be filed based upon a memo dated <br /> September 8, 2001 from Mayor Harry Kim notifying Your Committee a new resolution will be <br /> forthcoming as they are reevaluating the staffing needs of the Fire Commission. <br /> Your Committee on Finance is not in accord with the purpose and intent of Resolution No. 117- <br /> 01 and recommends it be filed. <br /> smc <br /> Hues NOES n&E Ex Respectfully submitted <br /> CHUNG X <br /> Pls[ccHlo x COMMITTEE ON FINANCE <br /> ARAKAKI X <br /> ELARIONOFF X <br /> JACO~SON X <br /> LEITHEAD-TODD X <br /> SAFARIK x AARON S.Y.
