The number of walkers is increasing in the area as more businesses open to the <br /> north of Kailua YIIa~, but it's a scary walk and in dire need of safety irr~proveanents. The pedestrian area is <br /> narrow, on the same l~l as the car traffic, and Separated wit15 only a white Ilne. Teleph®ne pole sit in file <br /> nnidd4e of the walkway, whim make it hard enough for the heavy pedestrfan traffic, but even worse for dose <br /> in wheelchairs who have to enter the car-lane twelve dif#erent tunes to het astound these poles. <br /> This project calls for rnucl's needed safety improvements: <br /> ¦ under grounding of the utilities <br /> ¦ extending the pedestrian area out over the ocean to accommodate fie pedestrian tra~rel. <br /> 1 have worked to promote this safety project since 1998- with PATH and Kona Outdoor Circle; working Kaz <br /> Shiawa in preparing dse ISTfA Transportation Enchantment (Tl;) proposal (this was before wngress passed <br /> TEe! 21 promoting it$ high rank in the prioritization process as a mennk>er of the TE C;omtrsunity O~dvlsoey <br /> Council, in advo~ting that property within the project area was kept in publi` jurisdiction, in rrsakirsg sure that <br /> matching funds were irf ialae~, and in making sure that the project was PrloviTlg along, lam convinced that this <br /> project should be made the County's number-one Transportation Enhancement project„ and er?cour your <br /> support <br /> Sinoes~el , <br /> • <br /> Arsn C.
