NI-iTSA recornYnends that these Seat 13e1t donstration Grrants for Local Communities <br /> be constructed similar to the successful demonstration program in Elmira, New York. In <br /> 1999,."A13uckle Up Now!" a Selective Traffic Enforcement Program (STEP) ~ ~la~nira <br /> used highly publicized, enhanced enforcement to create the perception of a nearly certain ' <br /> risk of being stopped for not using a safety belt. This STEP achieved 90 percent belt use <br /> by incorporating the following elements: <br /> * community coalition spearheaded by law enforcement leaders <br /> * intensive enforcement of the states seat belt law <br /> * publicity emphasizing enforcement <br /> * careful sequencing of program elements <br /> * feedback on enforcen~ient results and progress toward belt use goal <br /> I3. PIJIZP®SE <br /> `The strategy would be to award 20 or more local community grants to irriplenaent STEP <br /> progins similar to the proga~arai in Elmira, New York. As a component of its proposal, <br /> the municipal, county, or local entity applying for fiends would obtain additional support <br /> and resources from private sector and other-state or local safety handing sources. Since . <br /> nearly all states are currently conducting high visibility seat belt enforcement. programs, <br /> this strategy would supplement existing-efforts by targeting resources to key communities <br /> within a state. <br /> <br /> III. SCOI~OF i~()I <br /> For a period as hereinafter set forth, flee Grantee shall furnish the necessary personnel, <br /> equipment and facilities, and otherwise perform all things necessary for or incident to the <br /> perforYnance of work (the acca~Bnplishment of objectives) as set forth below: <br /> A. Specilieally,l`T'I'I;{SA will: <br /> In support of the activities undertaken under this grant effort, NI-I'TSA gill: <br /> 1. Provide a Contracting Officers Technical Representative (COTR) to <br /> coordinate activities between the Grantee and~NIITSA during tlic grant <br /> perforYnance. <br /> 2. Specific Traffic Safety Programs staff (Office of Traffic Injury Control <br /> Programs and Office of Communications and Outreach) will conduct site <br /> visits and provide technical assistance through the COTR. <br /> 3.
