Fuke <br /> Planning Consultant <br /> 100 Pauahi Street, Suite 212 <br /> Hilo, Hawaii 96720 <br /> Dear Mr. Fuke: <br /> Subject Kanoelehua Avenue Access Request <br /> Matsuno Enterprises, Ltd., TMK: 2-2-40: 14 and 69 <br /> This updates what was discussed at the September 4, 2001 meeting with Mr. Glenn Hashimoto of <br /> Matsuno Enterprises, Mr. Ray Nakamura of Imata and Associates, Mr. Sidney Fuke of Sidney <br /> Fuke Planning Consultant, Robert Taira and me. <br /> The State Department of Transportation (DOT), Highways Division will allow, under certain <br /> conditions, direct access to Kanoelehua Avenue from the subject property. These conditions <br /> include: 1) that the direct access be a right-in/right-out design, 2) that the direct access be located <br /> as far as possible to the Volcano side of the property, 3) that the right-turn deceleration lane into <br /> Puainako Street from Kanoelehua Avenue be extended, 4) that aright-turn deceleration lane on <br /> Kanoelehua Avenue into the development be provided, 5) that the left-turn from Puainako Street <br /> into the development be prohibited, 6) that the development's Puainako access be right-in/right- <br /> out only, 7) that the Puainako access be located as far as possible away from Kanoelehua <br /> Avenue, 8) that the traffic controls, i.e. possible signs and pavement markings, on Kanoelehua <br /> Avenue be provided to prohibit traffic exiting the development from crossing Kanoelehua <br /> Avenue to head west on Puainako, and 9) that other engineering and design parameters be <br /> considered. <br /> As a result of a subsequent communication between the DOT in Honolulu and Matsuno <br /> representatives, the following three (3) additional conditions were added: <br /> <br />
