Give reasons how new duties arose (statutes enacted, ordinances, newly authorized programs, basis for increased workloads, etc.): With available grant monies awarded to the Department, these positions will supplement the Crime Lab and Detective staff by assisting in the search, recovery, preservation, and marking of physical evidence at the crime scenes. They will also assist in examining evidence, including drugs, and alcohol, processing latent prints, examining firearms and other duties handled by the Criminalises and Detectives. The additional staff will complement our detectives at the crime scene with their training and expertise, which will allow the detectives more time to conduct their duties. 2. New Position Form Page 2 3. ~iow will new position increase the efficiency/effectiveness of operations? (Use productivity measurements where possible.): Current Criminalises are conducting all the duties that will be assigned to these positions. Their workload will be reduced by the additional staffing, allowing them to concentrate on the more difficult and time sensitive evidence. These positions will be able to perform more routine work for the drug and alcohol related crimes. 4. Alternatives that were considered in lieu of new position. (Have technological changes been considered?) Continue with a staff of three Criminalises for the entire island. 5. Why were manpower needs not planned through budgetary process? This is the ideal situation where we can test the pilot project using outside resources to determine whether the additional positions will in fact complement our operations and prove to streamline our caseload. 6.
