Hawaii Island Humane Society agrees to provide the usual vaccinations and the initial <br />heartworm screening. They will also process the adoptions. Animal Rescue Coalition <br />will assist in finding the homes. All new owners must be screened and approved by the <br />Hawaii Island Humane Society. <br />A.R.C.H. and H.I.H.S. will not be held responsible for any injuries incurred by any <br />animal being fostered. Each foster parent must sign a consent form. <br />Our Spay/Neuter Program ®a The Details: <br />The purpose of this program is to motivate that portion of the public that has not been <br />reached by traditional methods and who continue to allow their animals to over produce <br />contributing to the 16,000 animals that end up in Hawaii Island shelters annually. We <br />need to bring the awareness of this problem out into full view and motivate people to <br />make spaying and neutering of their pets a priority. Through our program, a pet owner <br />can have his pets spayed or neutered for free, plus receive a $20.00 reward for doing so. <br />Veterinarians will receive $80 per animal (male or female). Motivation through <br />monetary rewards has proven to be one of the most successful means of gaining public <br />participation. We believe this program will motivate a very substantial portion of the <br />population. We realize, however, that there will be a small (hopefully, very small) <br />portion that will not participate. <br />The chart on page 8 represents dog and cat population growth based on only two (2) cats <br />and two (2) dogs. The cats can reproduce at the rate of four (4) kittens per litter and have <br />two (2) litters per year. The dogs can reproduce at the rate of four (4) pups per litter and <br />average one (1) litter per year. The cost figures are based on the variable cost of $40 per <br />animal for Hawaii Island Humane Society to house a stray animal. <br />Shelter Cost = (total # of animals x 5%) x $40 <br />The formula assumes that five percent (5%) of all animals will become strays and thus, <br />end up at our shelters. Using these figures, at the end of five (5) years, our program <br />could save the Humane Society $13,321 per one breeding pair of cats and one breeding <br />pair of dogs. For the same two breeding pairs, a savings of $7,891,072 could be realized <br />over a nine year period. Further assuming that we will spay or neuter far more than two <br />animals under this program, the potential savings to the Humane Society will be <br />incredible freeing up capital, shelter space, and reducing manpower requirements. <br />Over an initial five-year period, we feel the numbers of animals entering shelters should <br />be drastically reduced. At that point, there will be a better chance of adoption for the <br />animals that do end up in our shelters; because of increased space and the ability to <br />extend their stays. The increased shelter time will allow for more advertising flexibility, <br />including the possibility of advertising in newspapers, and on television and radio to find <br />homes for these pets.
